CX – Plans – Funding and Enforcement

Plans should contain four parts: Mandate (what you’re doing), Mechanism (how you’re going to do it), Funding (how you’re going to pay for it), and Enforcement (how to guarantee what you want to do becomes what you get done).

On Funding, I’ve often used a gas tax – a penny a gallon raises something in excess of $1.4 billion/year. Here’s an alternative:
