From a teacher’s standpoint, there’s no practical difference between someone who does an assignment but doesn’t turn it in, and someone who doesn’t do the assignment. Nothing is nothing, whatever the reason. The difference between not having safety regulations, and having safety regulations but not enforcing them, is essentially the same. (CXers – once again, why enforcement matters.)
